. Randall Gross / Development Economics (RGDE) is working for the University of the South, which owns all residential and commercial land in Sewanee, Tennessee.  A beautiful town center design plan was completed and the University has been trying to recruit developers to implement the plan. However, without any economic underpinning for the plan, the University found that it was difficult to recruit investment. The University determined that it was in its best interest for RGDE to assist in determining the market potentials for the town center as a basis for recruiting investors. RGDE is also assisting the University in recruiting and assessing developer proposals, and in determining the appropriate level of investment incentives or financial leveraging necessary as an input to development negotiations.
