Mr. Gross helped project the potential for a tax increment financing (TIF) district to fund roads and transportation improvements in Uptown, the upscale retail district surrounding Houston’s premier shopping centre, The Galleria.  Rather than relying on existing sources of property tax revenues or on increased rates or levies, TIFs finance infrastructure by relying on the potential for revenue growth based on the increasing market value of property.
