STRATEGIC ECONOMIC DEVELOPMENT PLANNING

Hanover County, VA

Mr. Gross has provided continuing services for the Hanover County Department of Economic Development (located in the Richmond area). He assessed the delivery of development services and the approvals process and provided strategic recommendations for improving the county’s competitiveness for industrial development. He also completed follow-on work on an analysis of the county’s strengths, weaknesses, opportunities and constraints (SWOT). Mr. Gross has more recently developed a system of metrics and benchmarks for measuring the county’s continued progress in a number of areas.
