Mr. Gross worked for the State of Maryland and its joint venture private development partners on the redevelopment of the State office complex in downtown Baltimore. This project was envisioned as the largest development effort in the State of Maryland and would culminate in a mixed-use, transit-oriented development (TOD). Mr. Gross determined the market potentials and socio-economic impacts for the project, and provided development guidance for the joint venture partners. Specifically, he tested the market potentials for office, retail, housing (including affordable units), hotel, conference, and other uses. The partners included McCormack Baron Salazar; Doracon Development; Struever Bros., Eccles, & Rouse; the State of Maryland; the City of Baltimore; and smaller equity investors.
