Small Business District (BID) Cost Recovery

Montgomery County, MD

Mr. Gross tested approaches for recovering costs for public infrastructure improvements (streetscaping, facade, utility undergrounding) made in five small business districts within the county. These small and large business districts included Silver Spring, Wheaton, Olney, Flower-Piney Branch, and Kensington. Part of this work involved a survey of businesses to determine their willingness to pay (elasticity of demand) for improvements with the goal of revitalization.
