NORTHEAST GATEWAY NEIGHBORHOOD REVITALIZATION STRATEGY

Mr. Gross, as lead consultant to the District of Columbia Office of Planning (DCOP), prepared a revitalization plan for six predominately African-American neighborhoods within sight of the U.S. Capitol Building along the city’s gateway, New York Avenue. As part of his work, Mr. Gross prepared a housing market analysis that identified potential for new development (including townhouses, apartments, and industrial loft spaces). He identified redevelopment concepts for distressed portions of the study area that would build on the opportunities for market-rate and affordable housing. He also determined strategies to protect and strengthen existing affordable housing against the effects of gentrification.
