Randall Gross provided training and technical assistance in transportation & infrastructure financing through Municipal Service Partnerships (MSPs, or public-private partnerships) to hundreds of local government officials. The training sessions were held at locations throughout South Africa including Durban, East London (Bisho), and Cape Town and funded through the US Agency for International Development (USAID). Mr. Gross determined and discussed financing and development approaches ranging from build-operate-transfer (BOT) models and other public-private partnerships to full privatization. He completed this work as a consultant to the Washington, D.C.-based Institute for Public-Private Partnerships (IP3), on behalf of the former South Africa Department for Constitutional Development (DCD).
