Mr. Gross determined the likely land use and development impacts of a new airport in the twin city region of Minneapolis-St. Paul, Minnesota. He forecasted the impacts of airport noise on housing values, assessed the possible land use scenarios and business base attracted to airports, and determined the economic development impacts of relocating the airport within the region. The analysis focused both on the impacts surrounding several suburban sites for the new airport, as well as the impacts surrounding the existing urban airport (if the airport were to relocate away). Minneapolis business and civic leaders chose not to build a new airport and to focus instead on funding education, based on the findings of this analysis. He completed this work as a consultant for Hammer, Siler, George Associates.
