Randall Gross / Development Economics (RGDE) worked on the Mill Creek Choice Neighborhoods Initiative (CNI) under a contract for the City of Huntsville, Alabama. RGDE provided a housing market analysis and affordable housing needs assessment, with the ultimate objective of forecasting the potential mix of market-rate, affordable, and public & assisted housing to inform site planning as well as an RFP for developers for the Mill Creek public housing site. RGDE also provided a Retail Market Analysis forecasting potential demand for specific types of retail goods and services. RGDE used the findings from both analyses to recommend an appropriate market-based mix, detailed siting, development, and marketing strategies for the site.
