Randall Gross and his South African firm ADEC assessed the impacts of City of Johannesburg bylaws (regulations) on business activity and economic development. Gross and ADEC focused in particular on the impacts of regulation on revitalization of the Johannesburg Central Business District and on development impacts within impoverished areas of the city.
