Randall Gross led a team of economists, planners, and facilitation specialists in developing a strategic economic plan for the Central Services Area (CSA) of Tygerberg, a portion of Cape Town with a population of 500,000. He completed this work on behalf of the Cape Town’s Tygerberg Directorate of Planning and Economic Development. He identified the CSA’s socio-economic problems, which have been prioritized through a community participation process. He also completed an analysis of the underlying market and economic factors and prepared a strategic plan for addressing these problems. Housing is at the focus of this strategy, since many of the area’s problems can be traced to over-crowded and poorly-functioning housing stock. Mr. Gross proposed creative alternatives for the financing and development of housing, in light of the country’s centrally-controlled housing policy. His analysis will ensure that partnerships can be created that enhance opportunities for cross-subsidization.
