Highway Bypass Fiscal Cost-Benefits Analysis

Randall Gross / Development Economics determined the net fiscal benefits to the city of Jacksonville, North Carolina of a highway bypass as part of a Master Plan for a Community Reinvestment Area. Downtown Jacksonville has declined in the face of increasing competition from “big box” and strip retail development along a highway. The Master Plan encourages reinvestment through changes to road infrastructure and access within the central city. Teamed with planning/urban design consultant Allison Platt & Associates, he determined the net cost-benefits to the City’s budget.
