Mr. Gross provided market input and strategic planning for two sub-area zoning overlay plans prepared by the urban design unit at the Metro Nashville Planning Department. He analyzed existing market conditions and provided advisory market services for the Bedford Avenue (Green Hills) and the 31st Avenue/West End sub-areas.  A purpose of the plan was to re-zone sub-areas for higher densities based on the highest-and-best use.  Since completion of this work, Bedford Avenue has developed as envisioned in Mr. Gross’s market analyses, with office commercial and mixed-use projects linked with the Green Hills shopping area.
