GREATER HILL DISTRICT HOUSING STRATEGY

Randall Gross / Development Economics and his team, including ABC Consulting and Graves Design Group, prepared the Housing Strategy for the Greater Hill District neighborhoods on behalf of the Urban Redevelopment Authority of Pittsburgh and in coordination with the Pittsburgh Planning Department and the Housing Authority. The study area included a substantial portion of central Pittsburgh, including the Lower, Middle and Upper Hill as well as Uptown and Schenley Heights. Extensive community engagement helped to inform this strategy, along with a housing market analysis and affordable housing needs assessment. The market analysis and needs assessment determined the current and future housing potentials for the area and placed the Hill District within the broader context of the Pittsburgh housing market. Ultimately, the strategy provided recommendations and an implementation action plan for programs and policies to enhance revitalization efforts in the Greater Hill District while minimizing displacement.
