He examined resident & tourist expenditure potentials and assessed the viability of the market concept as a reuse for a former 16,000 square-foot grocery store building. He also determined the tenant mix and tested the market concept with potential tenants, including area producers, wholesalers, and retailers. He examined best practices at comparable facilities in Pennsylvania, Maryland, and D.C. and recommended a marketing approach based on revitalization of commercial properties surrounding the market site.
