Mr. Gross assessed the market potentials and modeled the financial feasibility and economic impacts of reuse of the U.S. Department of Defense Supply Center in Philadelphia. He ran multi-year cash-flow models to determine the net income stream generated by commercial re-use of the depot, a portion of which was closed through the Base Realignment and Closure Commission (BRACC) process in 1993. The market and financial feasibility analysis formed the basis for the Business Plan for redevelopment. The textile production portion of the facility was gradually decommissioned.
