Randall Gross / Development Economics (RGDE) worked as full joint-venture partner on the Housing Plan for Charles County. This plan included a demographic analysis, stakeholder focus groups, and housing needs assessment. The plan also provided strategies & policies for addressing issues relating to the definition and provision of affordable and workforce housing. Mr. Gross provided a unique pro forma analysis of the impacts of County planning and zoning regulations on housing production costs and on affordability for the local workforce. Mr. Gross worked on this project in partnership with ERM, an engineering and planning firm.
