Randall Gross worked for Sirius Development Foundation and Transnet on the re-use of the Carlton Hotel, Africa’s tallest lodging facility. He analyzed the regional tourism market potentials for lodging, conference centre, and other uses of the former hotel building. He determined the highest-and-best use for redevelopment of the building for tourism/lodging, office, and retail uses, and recommended a solution for re-use. In addition, he recommended approaches for maximizing the building’s positive impact on redevelopment of Johannesburg central business district.

Mr. Gross determined that there was market potential for “boutique” hotel that would comprise up to seven floors of the 30-story building and recommended a strategy for incorporating housing, hotel, office, and retail into a mixed-use redevelopment project.
