Mr. Gross completed an assessment of the economic and fiscal impacts of the proposed Bourne Mill redevelopment project near Providence. Bourne Mill is a 19th century spinning factory that is proposed for adaptive use as market-rate and affordable housing, office, and restaurant. Mr. Gross completed economic and fiscal impact assessments of the project on the Town of Tiverton as well as schools and adjoining jurisdictions. He completed this work for The Armory Revival Company, a developer based in Providence.
