Mr. Gross analyzed the market potential for a museum and historical park related to the Harmon Blennerhasett Home for the State of West Virginia, and forecasted the fiscal and economic impacts to the State of developing the park and museum projects according to a proposed master plan.  Critical to an understanding of fiscal impacts were his projections of concessionaire fees, admissions, and alternative financing approaches for visitor attractions and recreation facilities.  He developed an operating pro forma as a basis for the impact projections and a strategic management plan for the museum.  Finally, he determined the fiscal and economic impacts of the plan. RGDE completed this work as a consultant for Hammer, Siler, George Associates, a national firm.
