Randall Gross determined the market potential, financial feasibility & fiscal impacts of civilian airport, housing, industrial, office, retail, & hotel reuse of Bergstrom Air Force Base. Development alternatives were created to test the returns under different management and financing assumptions. The base was later recommended for reuse as the City’s new civilian international airport.
