Mr. Gross and his South African firm ADEC completed work for the South African National Government’s Housing Development Agency (HDA), drafting a position paper relating to acquisition and management of land for development of affordable housing nationwide. Mr. Gross led a team of five consulting firms with experience in policy and development of affordable housing.
